What Determines the Final Size of a Ripe Fruit ?

Just Joined Today 7/20/2015. I have always grown a garden, but as previously mentioned, I grew tired of playing in the Dirt. At 62, it's alot harder to keep up. The Body Doesn't Work the same as it use to. I heard about growing vegetables in water with the addition of nutrients. This concept of Gardening really sparked an interest.
So this is my first year of Hydroponics. I know that with soil, there are all types of fertilizer blends and soil conditioning additives. Everything is coming along just fine, " "EXCEPT FOR THE HARVEST SIZE OF MY MATURE, RIPE VEGETABLES"...
My Tomatoes are ripening OK, but they're just alittle bigger than a Golf Ball. Can anyone tell me what I'm doing, or not doing to produce tomatoes at least the size of a Hard Ball.
Even my Bell Peppers are ripening as miniature peppers.
What am I Missing ? ? ? Seems to be a common problem.
Like a nutrient.
