Tall Tomato Plants With Flowers No Fruit!

I have tomato plants that are very tall and have a number of flowers on them but have produced only two small tomatoes. I have used the "grow and fruit" products that are recommended. I have a fan in the room that I keep on during the day. I have a drip system that I feed and water twice daily. PH is at 6.8. I have kept the lights high enough so as to not over heat the plants. My lights are 6500 and 3000 k fluorescent lamps. Ay advice would be great!
